Does East not have a way to show both minors over 1♠? Why doesn't North raise hearts over the support double?

At another table, the auction was:
1♥-(P)-1♠-(2♦)
2NT-(P)-3NT-all pass
Certainly, that North should have raised ♥ instead of NT.

I think the bots play Sandwich NT, so East could have bid 1NT to show both minors. Then they can find their good 5♣ sac.
