North's trump suit isn't exactly great :)

I think 3D is fine (normally it would show 10+ pts though, not sure why GIB plays it weaker, what does 2D show here I wonder). Not sure what 3H over 3D would show (help suit game try would be ideal here) but 3S sounds like a minimum overcall, and you have way more. I'd have punted 4S.

It's normal to play a jump cue here as GiB describes it (mixed raise). I do agree it's way too strong though. I think it evaluated the N hand as 9 total points hence in range.
