GIB passes a powerhouse Does this at every table

I'm thinking this result has to be caused by a bug. My opening 1D is followed by 3 passes -- even though my partner (GIB playing North) has 17HCP! Obviously we missed a cold slam. I checked the results at other tables and each time South opened 1D GIB reacted the same way.

As a programmer I can tell you this sort of thing is screaming for an entire bidding code redesign :/ Passing with a 17 count?!

My guess is that it's a typo in the bidding database.
