I think 4H is an overbid, it's 1 under game and you have no keycards. Not really surprising you will get too high too often opposite a hand that couldn't do more than bid 2S.

That said you are limited in the sense that you have a stiff heart but passed over 2H, so partner expects you to have about 10-11 at most, but even then we just don't have enough to make a slam try.

Pard is likely to be short in hearts and didn't dbl nor bid a minor. He's either broke or has a minor 2-suiter in the 5-5 region (or both). This makes game rather unlikely, so I would say a slightly mastermindish underbid of 2 is likely to work out best.
