I am surprised that no-one has commented on the BOD minutes just released. The ACBL has had a reasonable alerting policy but this all changed at the Board of Director's meeting at the Spring Nationals in Louisville last month. They've decided that excessive alerting is slowing the game down now that people are moving away from natural bidding, so they have decided that only natural bids should be alerted, starting with the Summer Nationals in Toronto.
They have retained the concept of announcements, but to avoid confusion and to fall into line with on-line bridge you now announce your own bids. This applies to notrump opening bids (just state the range) and major-suit transfers (just say 'hearts' or 'spades'). Of course you are not permitted to adjust your notrump range by just announcing the range that you happen to hold!
It's typical of the ACBL that they have not published the new alerting chart yet, but hopefully it will be available soon.
