3+D; 3+H; 3+S; 9+HCP; 16- total points.
Yes, his hand does fit that description, but wouldn't 2 be a better balancing bid?

It probably has better suit quality requirements for a direct overcall. But I've seen GIB balance with 4-card suits, so I don't see why it wouldn't balance with any 6-card suit.
