Texas Transfers What are the requirements?

I have frequently been surprised by GIB's lack of making Texas Transfers on hands where I think most human players would. What are GIB's requirements for this? The system notes simply say 6+ in the suit, but there are clearly more restrictions than that.

Assuming no other bid gets in the way, it will use texas if it has 6+ in a major along with 9 or more total points

By "get in the way", i mean that there may be (say) some other bid that has a higher priority ( example: a mild slam try with 6M will go thru jacoby ).
