Pass is OK. I don't mind 4♥ either, just to let partner know I have a nice offensive hand for hearts now rather than after 5♦.
If partner's double isn't for penalty, I can't really comment as I'm not familiar with t/o doubles here.

What is DBL now? I think it should show exactly this hand: Aces and Kings?

Normally we play that if opps run from a penalty DBL then all later DBL's are penalty. But that shouldn't apply here?

I think I like 4H, just in case LHO bids 5D, which would leave me poorly placed. If I bid 4H and it goes 5D P P to me, I can happily double.
