Our 1D is 10-15 artificial (it's usually an 11-13 balanced hand). When it's overcalled 1N we haven't begun to find fit. Should we keep the dbl as penalty or use it for something like DONT? I'm guessing it really should be penalty but what is the frequency really for wanting a penalty double?

Double for values, 2C pass/correct, 2D majors and 2M natural, weak seems to be pretty obvious to me here.

one of the purposes of the penalty X is to keep opps from getting too frisky. If you make it easy to steal from you they will. They will use the preemptive value of 1NT against you since they can do so at little risk.

If it is any balanced 11-13, I'd prefer this:
X = Penalty. (As the double is only made with a certain majority of points, subsequent doubles are penalty. And we are in a force, at least to a point.)
2♣ = Both Majors.
2♦ = One major suit, at least invitational.
2♥/2♠ = Purely competitive.

I'd hate to give up the penalty double, even though it will cost me -180 occasionally.
