Help Suit Slam Try isn't forcing?

This is my third post about HSST auctions; the previous two were:

Today, after finding a 5-3 spade fit, I made a HSST in hearts, which happened to be at the 4-level. CHO-GIB passed, holding ♥AQTx. I would have thought he would accept the HSST with that holding and bid 6S. Can someone please explain to me how HSST works (or doesn't)?
