to me this seems like a borderline hand between pass and 3♠. I don't like either one. So I get out my decision making tool and flip it.

Against good opps 3♠, against weak opps I'm not so sure.

I would bid 3♠ because partner will almost certainly pass 3♥ out even when we are cold for 4♠, and because when 3♠ is wrong, we will often get away with playing there undoubled.
That's impossible. No one can give more than one hundred percent. By definition that is the most anyone can give.

Sorry, I don't see the logic here. Opps being good doesn't mean their hands being weaker.
