It's not as crazy as it looks, people recommend doubling on 8 with a good lead, this isn't that far off. Having said that, I would pass, but wouldn't surprise me if double on this hand was +EV

Playing 5cM where 1♣ could be 2, this is somewhat dodgy. No other suit looks like a good lead.
Then again that hand does have some values for playing in anything except spades, and GIB just probably thought that's the best bid he has available to show his hand at the moment. Or maybe the GIB knows his GIB opp well enough to know the 1NT may be a little light?

Does GiB simulate in the bidding as well as the play? If so, I can totally see how a small simulation can make dbl +EV (whereas I would expect a larger sim to make pass a better bid).

1♣ shows at least 3. With 4=4=3=2 you open 1♦.
