The explanation of 3♥ is 4+C; 3+D; 4+S; 15+ total points. I realize the minors are reversed, but I (and a few other Souths) thought this was the best least misdescription available. I'm puzzled as to why North would bid 3N when it appears unlikely that N/S can stop hearts. Doesn't this look like a good time to rebid clubs looking for 5♣?
