My usual style is that 2 creates a game force, HOWEVER in an auction like this we can often get out in 4 but not 3.

I like bidding 2 so that I can follow up with 3 over 3 and then bail if pard bids 4.

If pard bids 3nt over 3, it should be a partial stopper, ie Qx or Jxx and I can punt with a 4 bid. Pard has denied a 4-card major at this point but may choose a 4-3 fit, roughing in the short hand with appropriate cards, ie doubleton . running clubs and goodish trumps

REALLY tough auction for both pards to get it right and no grief if it goes off the rails
