I think East is too weak for a 3♣ bid although it isn't forcing.
Sure, when he passes you may get to defend 2♦ when you should have been playing 3♣ but that's life. You can't bid 3♣ with 13 points if you also bid it with 17. You could play the G/B 2NT convention here, i.e. 2NT would show (among other possibilities) a hand that just wanted to compete to 3♣, while 3♣ would be more constructive.

Help

Partner opens 1♠. I respond 1N intending to rebid 3♠. North intervenes with 2♦. Partner passes. I rebid 3♠. North passes. Partner bids 4♠. On a J♦ lead we make for 3.27 imps.
Questions: Partner should have rebid 3♣over the intervention yes. And if not, would it have shown more strength than he had? Or did he feel that I would rebid anyway?
