Help Suit Slam Try Following Splinter

Maybe I was overly pessimistic, and should have just assumed that we weren't off two cashable aces, but I don't understand GIB's system here... Usually, I'd want to cuebid my ♦A over 4♣, but GIB doesn't work that way... 4♦ and 4♥ are "help suit slam try" over 4♣. When NorthGIB hears help suit slam try in hearts, shouldn't he want to do something other than sign off in 4♠?
