1 S, 2 nt in direct seat~~~~~~ 2 nt shows 2 lower unbid suits.
1 S, P, P , 2 nt does this have the same meaning? One teacher on BBO says it is a real 2 NT hand with 19-21 points, since a balancing NT is 11=14, , a double and then NT is a normal 1 nt with15-17, so 2 NT must be more than that-18-21. Does anyone play it that way?

The standard meaning is that a balancing 2NT is natural and strong. The exact point range may be subject to some discussion, but the ranges you suggested are approximately right. This is certainly what I play in my partnerships.
The balancing cuebid is perhaps subject to a bit more debate. The old-fashioned "standard" meaning is a very strong takeout, but I think many people play it as a two-suiter now.

Every reasonable or better player I know plays it as big balanced.
In fact when I want to quickly assess how bad a pair are in a club game I look to the balancing 2NT bid to see if how they play it.
