two chances after 1 response W could venture a 1 overcall and after 2 E could venture an X

I was gonna say 3 chances. The two you mentioned and a balancing 2 at the end. The opening poster is right in the sense that none of the E/W passes look obviously wrong and none of the "chances" look obviously right. However, although W is only 3=3 in the unbid suits, it is a prime 14 count after all with nothing wasted in the heart suit and very tempting. Of the chances that E has, I prefer to get the bid in early at the lower level - the hand is limited by the original pass so P can't get over excited.
"Pass is your friend" - my brother in law - who likes to bid a lot.
