3♦ is 3+D; 4+H; 6-9 total points

Is 3♦ non-forcing? What does GIB say 3N shows over 2♠?

At another table, South bid 3D instead of 2♠, showing 6+D and 17-20 total points. Over this, GIB bid 3N.
