cue-bid after Unusual 2NT

I don't have the hand record (I was playing in a series of Robot Rewards, and there's not much time between tourneys), but something approximately like this happened.

3♥ was explained as showing a good hand with ♦ support. But in fact, it had 3 ♦ and 4 ♣. Why were we playing in our 8-card fit instead of our 9-card fit? Once it bid 3♥, I think anything else I could bid was a cue bid in support of ♦, so there was no way to get to clubs.
