I would expect most players to think this is to play.

I would expect some players to think this is exclusion keycard.

I would expect some players bidding 5 to think one of the foregoing and some of the players who bid 3 to think the other, with much amusement ensuing to the opps.

Personally, absent agreement to the contrary, I would take this as natural and to play. He is wide open in a rounded suit, else he'd bid 3N. So maybe x x AKQJxxxx AKx or similar...but trying to guess the hand is really a waste of time.

I am a general agreements person and my general agreement over preempt is that new suit below game is forcing, so this is not forcing.

Choice of games between hearts and clubs of course. Promises 5 hearts and 7 clubs, but could be 6-7 sometimes. How else are you going to bid it?

I have defined as "to play" sequences of this kind

2/3/4x 4M

except 4-4, which is a control asking bid. Other bids post-pree are CABs.

Dunno if this is the best, but it's liveable.
