Did NorthGIB think it was natural, or will he frequently freely raise in Moysian fit?

Some Souths chose to bid 3♣ over 2♦. GIB understands this to show:
3+C; 4+S; 2-11 8421HCP in C; 17 total points.
Exactly 17 total points? Not 16 or 18? Really maybe only 3C?

Some Souths chose to bid 2♣ over 1♥. GIB understands this to show:
4+C; 21- HCP; 15-22 total points.
Would you really rebid a 4-card minor here?
