I'm not sure how I think this should be bid, but you cannot make a bid that explicitly means 18-19HCP when you hold 22.

I guess count yourself lucky that you weren't West. I'd say error in the explanation, 18+ HCP game force 2NT. After that only GIB bidding skill- i.e. absymal. The only time continue after 4 spades is at least three side suit aces and good three card spade suit.
