Here was the auction, i am in 4th seat, GIB is in 2nd seat

I of course have 5 good hearts to go with my 2 outside kings.

GIB alerts my double as takeout with 18-20 points and bids 4S.

Of course its completely impossible for this to be any kind of takeout if i can't even bid at the 1 level, why would he think I'm now forcing him to the 4 or 5 level after they confidently bid game? Why would he ever think I have 18+ points and passed at the 1 level orginally?

The only scenario this makes sense is with a big balanced hand and cards in their suits could I have 18 points, even then the double would still be penalty.
