3♦ is explained as "Retransfer -- 4+D; 5+H; 8+ total points". Does this bid really say anything about North's diamond holding?

At another table, South redoubled instead of bidding 2NT, which GIB understands to say nothing about distribution and show exactly 18 total points. Given that, would a 3♦ rebid by North be a retransfer or natural? If it would have been a retransfer, why did North bid 4♥ instead of 3♦?
