It means that you double to say "I wanted to bid that". As one might expect, the value of this varies according to the auction.

For example
  (1) 1 (2) dbl
using double to show a raise to 2 is sensible and obvious.

Similarly, many people would play
  1NT (2) dbl
as Stayman.

On the other hand, this double:
  1 (4) dbl
is probably not best used as a splinter.

Trbltrbl once made two threads, "What is the worst convention?" and "What about the best convention?".

I don't think Stayman and t/o doubles came up in the "worst" thread, but other than that, all conventions that I have ever heard of were nominated for both.

So 1 (1) dbl shows hearts? What about (1) dbl? This sounds like a fun convention!

If someone has "stolen bid" on his bbo profile it probably refers specifically 1NT-(2//)-x

can you really assume this? How about 1 (2) X?

I don't think a lot of experienced partnerships use that double for that purpose. Maybe true of BBO, though.

Funny, but I bet most experts do play SOME stolen bid doubles. I personally play that double of 2 over 1NT is Stayman, and that most doubles of low level cue bids are 'stolen' bids as well.

Does anyone really play

1-2-P-2
Double as anything other than, I want to compete in Spades?

Obviously yes, for example I have played this double as takeout of clubs, and I have also played it as 'don't lead a spade'. These are both reasonable methods IMO.
One way to show interest in competing in spades is to bid 3.
That's impossible. No one can give more than one hundred percent. By definition that is the most anyone can give.

I play it as takeout of clubs in every partnership where it's been discussed.

I think that doubling a cue bid in your partner's suit should be showing the suit, but when it's the doubler's own suit it should be takeout.
