definitely looks like a high variance hand to me anything from pass to 4♥ could work out. Anything less than 3♥ has the potential to cost big(i.e. a game) and 3♥ isn't all that safe.

Could be a good dive over 4 of either minor, could make but I'm not letting the opening bidder show a minor in comfort.
3♥ might do the job but shows more strength in high cards with 1 less heart? That could lead to 4♣ or ♦ by opener and pard owning a legit double that I won't be fond of.
Bidding 2♥ and letting opener bid 3 happy ♣ or ♦ (or more via a double) is asking for trouble.
I've been VERY wrong before but can't stomach a pass on these cards.

Pard is very unlikely to hold decent values, so bidding anything below 3N will give opponents too much room to find a minor suit fit or even spade game. And even if he has some values then he is odds on to have too many spades for you to survive 4H contract, 3N is much more likely (but not very likely either) to make.

I do not think there is likely to be much of a connection between "some values" and how many spades he has.

I make it (max. for them) 19 on my left, 4 or less on my right and my 9 gives pard about an 8-10 count. If so, she could have just about any shape with no bid.
4♥ is an effort to block any big or biggish 2-suiter that can cause a lot of grief or if they find a minor fit such as 4♣ on my left and 6 on my right.

If in need of a swing, will bid 4NT (straight Blackwood). Partner will hold:
♠xxxx ♥Jx ♦AQxxx ♣Ax
and bid 5♥, which I will raise to six. This will make with 2-2 hearts and 3-3 diamonds with the king right, and I shall be a hero.
If not in need of a swing, will bid 2♥, because I don't think we'll make any game if partner passes this.
