Partner opens Muiderberg again DBL or raise?

2♥=Muiderberg: 5c♥; 4+cMinor; weak (max 3c♠)

You have following options:
- DBL: penalty
- 2NT: asks minor, weak or strong. (partner will always bid 3♣ or 3♦. If you bid over partners answer then it shows a strong hand)
- 3♦:limit for ♥s; (partner bids 3♥ with a bad hand).
- 3♥: to play
- 4♥: to play

I bid 3♥. It should have good play. Opps may guess wrong after the 3♥ bid.

If they decide to play spades at the 3 level or higher, I will double.

seems like an easy 3h bid. silly to bid higher when we don't think the opps can make anything.

spades are too crappy to X but will X 3 or more.

I would have bid a straight 4♥ because

1) It rates to make opposite pard's expected 1534.
2) It shuts the opponent's known minor suit fit.

I think 3♥ is a pretty normal response, 4♥ is too much, pass is ridiculous, inviting is useless, as is asking for the minor.

I don't know your style and I don't play this convention so I purposely didn't comment on 3D/3H/4H since my judgment might be bad, but personally 3D looks right to me. Anything but X though.
