They're red and you're white:
♠---
♥AT9xx
♦KQJ9xx
♣xx
You're North. East opens and it goes:
2♦*-Pa-2♥-Pa
2♠-Pa-Pa-???
Is 3♠ too much? How would you rate bidding 4♥ now? Would you have entered the bidding previously?
2♦*-Pa-2♥-Pa
2♠-Pa-Pa-4♥
Pa-Pa-4♠-Pa
Pa-X-Pa-Pa
Pa
Would you pass 4♠? Would 5♦ before/after partner's double show more ♥ than ♦?
Ok, only one hand.

Also, he rates to not have a heart void when he leads the ♥3.

Depending on your defence to a multi (presuming that's what it is) on the first hand, you can bid 3D or 4D showing hearts as well on the second round. This places partner rather better to judge what's happening.

Isn't that leaping Michael's? What if that convention is not in use? Isn't it better to wait and bid 3♠ (or even 4♠ if West supports at the 3 level)?

EDIT: you normally pass 2♥, you can also bid 4♦ as a 2 suiter with an unspecified major, but you need agreements
After 2♠ p p, either 3♠ or 4♦ shows a 2 suiter, and that's your best approach with this hand.

I believe it's leaping michaels if you bid 4D, but what else is 4D since if you only had D you would either have bid 3/4 D initially or bid 3D now unless ...
I believe this is an offshoot of one of the popular UK defences to a multi to pass over 2D (or 2D-P-2H) with minor and major 2 suiter (or hearts/minor) not good enough for leaping michaels initially and then 3m shows that minor and the other major.

Direct/immediate act with hearts; delayed with spades. Now just agree strength for simple overcall, then Q,X,new.

if the bidding had gone 2s p p Im fairly certain we would get a 3S bid from most as michaels (with some sparse 4d leaping michales bidders) this auction is precisely the same it just took longer to get there. 4H is nothing more than a gamblers bid since this hand will also play very well (probably better with equal support) in dia. If you were to bid 4h how would P ever have a clue to pull with a hand like xx xx xxxx xxxxx (with scattered values)?
