Is there a way to choose to use hands already played in a new tourney, or for bidding practice with a P or 3?

Yes, you can load sets of hands to tournaments, partnership bidding tables and teaching tables using BBO Windows, I don't know about Flash.
If you need help loading them to BBO Win let me know.
