Obviously, responder has hearts. But what about clubs? Is this takeout-ish or penalty-ish?

Yes penalty. Opener won't pull so you'd better have some clubs too.
and the result can be plotted on a graph.

penalty but not a trump stack, so that partner is not barred from bidding. However, it would be a very odd hand on which he pulled, because he already rates to be short in hearts, so would need to have very long spades (at least 7) or surprisingly long diamonds to even think about pulling.

I wouldn't need more than 3 clubs to make this double...and I'm probably leading one of them.
