What does this bid mean? ...and what do you do?

Is 3♣ forcing? Is it NMF? By a passed hand, is it natural and non-forcing?

Does it make a difference if partner is not a passed hand?

I would play 2NT as denying 3-card support (we play support doubles), then 3♣ can't be NMF.

Not playing support doubles, 3♣ should probably be forcing, although one could still play 3♠ as the generic force.

So I wouldn't be sure but fortunately I have three hearts so 3♥ can't be very wrong.

BTW I don't think you should play NMF over a 2NT rebid. Play everything as forcing, maybe 3♣ as Woolf or something.

New suit at the 3. level is forcing. I would stick to this easy rule.

So for me partner has 5 hearts and 4+ clubs and I bid 3 ♥.

I would have taken it as NMF if I played that (and didn't play support Xs which I seem not to since I didn't make one).

I like it as Wolff Sign Off. There are lots of forms of that. Variants that used transfers seem to work best.

A simple Wolff Sign Off is...

3C-forced 3D
.....3D-forced
..........P-to play
..........3H-to play
..........3N-interest in club game or slam
3D-natural, f
3H-natural, f
3S-natural, f

A more complicated version is

3C-transfers
.....3D-forced
..........P-to play
..........3H-4H/4S
..........3S-diamond game or slam try
..........3N-choice of games with 5 hearts
3D-transfers
.....3H-forced
..........P-to play
..........3S-slam try in hearts
..........3N-distributional hand with 5 hearts, requires opener to bid 4H with 3
