3-card hearts before 4-card spades

I opened a minor, and with 4 spades, 3 hearts, and 5-6 HCP, GIB responded 1♥. We managed to find our spade fit anyway, because I bid 1♠ and it passed. But why did it bid the hearts in the first place?
