A friend of mine was playing in a Robot tourney recently and the above happened
1D 2C X P
2D 3C 3H .......... and the 3H bidder held a 4 card suit and HELD 4 card diamonds ..
I being a reasonable bidder cannot understand this auction as not being 5+ hearts and forcing ..well at least the 5+ heart piece ..
Of course if an original 2H bid over 2C is natural and long and forcing then maybe the robot is allowed bid this way.
However my friend indicated its bonkers and unfair to take money for a partner who bids like this. Friend is a budding player who manages 500 hands a week on BBO.

I guess one can bid 3H based on the partner not having 4 card hearts ...but it seems bizarre to me ..

In addition to GIB-North's bidding, I'd like to ask about the explanation of the 2♦ bid, which is "4+D; 11-21 HCP; 12-22 total points". Shouldn't it be more limited?

It should be limited. The bidding after negative double is still in a big mess IMO.
