Isn't 3♣ asking where the shortness is? I don't think GIB's bid explanation says this, but I'm pretty sure that the next step is the asking bid.
I guess 3♠ shows shortness in clubs.

that's why I'm asking. I felt like I had information withheld from me. (and yes declarer did have ♣ shortness)

Since 2NT shows unspecified shortness, how else do you think it could ask where the shortness is? While I agree that the explanation could be explicit, it's pretty common for conventions like this to use the next step as the asking bid.

3C is a relay but 3♠ should say 'short clubs' shouldn't it?

Yes. 3♦ and 3♥ show shortness in the suit bid, so by process of elimination 3♠ must show shortness in ♣. 2NT was a game try, not a game force, so you can't use any bid past 3♠ to respond.

How would we know they don't use lowest for lowest (3♦ short clubs, 3♥ short diamonds, 3♠ short hearts) unless 3♠ were alerted?

I checked, alert of 3♦ says : SSGT 1-D 5+S 17-18 pts, alert of 3♥ says : SSGT 1-H 5+S 17-18 pts, alert of 3♠ just says 5+♠ 17-18
if the auction starts 1♥-2♥, 2♠ is unspecified shortness, 2nt asks , alert of 3♥ explicitly says spade shortness.
