I'm probably getting it wrong, but I'd say no.

What is 3S? What is 1NT?

If 3S is mixed, 4S.
If it is purely preemptive, I might pass.

game I guess. just in case it makes. I wonder if LHO psyched of course.
... and I can prove it with my usual, flawless logic.

I suppose this comes to what is the sort of hand we expect for a vul 3S from a passed partner facing a 3rd seat opening? It can not be so bad and although I am not going to re-double my next turn, game it is. It might even make.

depends on who LHO is, if he is a rock who will have a sure spade stopper 99% of the time then I'd pass, but against unknowns or jokers I put some confidence in partner and bi 4♠.

Definitely game. Whenever an opponent bids NT naturally over our suit bid, you know, promising tricks in our suit, and especially red/white at imps, we need a little bit extra to do things like jump in the auction.

A jump to 3♠ here should not be a weak balanced hand with 4♠. It should be neither weak nor balanced.
