Problem playing 2C-p-2H as dbl neg. Then what is opener to rebid?

Use transfers after 2-2

2 = bal unlimited, resp bids as if opener has 23-24
2...3 = next suit. Resp fills transfer = go on at your own risk...
3 = 5S+4H
3NT = 5S+5H

etc...

Nuno, I think your transfer idea is horrible, because it makes the weak hand declarer. I think that this is a big minus if the HCPS are distributed around 22-4 and you play NT. The advantages are much smaller.

I think a 2nd negative is always a minor. So over 2M 3C is 2nd neg and over 3C= 3d is 2nd neg and over 3D there is no 2nd neg.

Agree that having weak hand declaring is a downside.

HOWEVER, I do believe that reaching the right contract is more rewarding than right-siding issues and, in my opinion, the transfer idea does help in reaching the right contract.

GSF comes up most often in 2C auctions. I've certainly had the IMPs auction
