I thought of doubling and passing anything partner bid except 3♥ which I would raise to 4.

Good problem. I think 3♥ is silly, both pass and X have merit. I think double is better. Too many hands where partner will pass it out and they're making (and we're making a partscore) or -1/2 and we're making game. It seems like it's only really bad if partner bids spades.

Dbl. Right on values and about right for shape. Partner should pick hearts if he's 4/4 in the majors to cater to hands like this.
