4th seat 2-level bids

Here in the real world, opening at the 2+ level in 4th seat show 6+ cards and a decent opener. Why does GIB open weak hands in 4th seat when it could just pass the hand out?

Not only GIB opens weak 2 suiter in 4th seat, but it also treats balancing double as normal take out.
