Why would gib want to play in a possible 3-3 fit instead of a known 5-3 fit at the 2 level? In fact, why would GIB not just give a simple 2♠ raise with 3 card support and 6 points?

The answer to the second question is that GIB downgrades 4333, so it treats this as a subminimum.
Don't know why it didn't take preference back to spades, though. I've never seen it do this to me.

Perhaps GIB fears that opener will make another move, and prefers to play in 2♦ in a 4-3 fit than 3♠ in a 5-3 fit

GIB is a robot... it has no fear!
The problem is that a minor after forcing no trump is only defined as 3+. Playing in a 3-3 fit at any level is uncomfortable especially when there is a known 5-3 fit to play in.

I also saw one of these yesterday, on a 1S-1NT-2H-AP auction when responder was 3-3 in the majors. It worked out OK that time (I think they made an overtrick) because opener was 5-5.
