I play 3H shows a game forcing club raise with heart shortness (this should be good enough even opposite a passed hand). Seems like a good description to me.

If 3♥ will be understood as a splinter raise of clubs, that is the perfect call.
Otherwise, bid 3♣ if it is forcing, 2♠ if 3♣ is not forcing.

I play in competition that we can only splinter in suits the opps bid. Maybe this is the perfect exception from this rule but for now I will need to bite the bullet and bid 2S.
... and I can prove it with my usual, flawless logic.

Your hand is too good for a simple raise to 3♣. 3♥ is a good description of your hand (4+♣, 0-1♥, non-min) if you have that available. Otherwise cuebid ♠ and hope the auction proceeds well for you.
