How do you bid a 1-suiter with min. values?

It would be a more interesting question, if you asked, if 3C over
2NT is forcing or not.

I think 3C is NF, but now I would understand, if someone would
say Forcing.

To show a GF hand, you can always bid 3H, 3S or 4D.

If 2NT is a limit bid, even 3 would be a sign-off.

The point is...that it was not specified ! and its' meaning should have been disclosed. If you think 3 is a clear nonforce then pass 2NT making it forcing has more advantages than picking the right part score

What's going on here?...of course you need to know what 2NT is. If it was 13+, game forcing, then you are forced to game. If it was invitational, 3C or 3D should be NF.

If OP didn't assume 2NT was invitational, he would not have posted the question at all.
