No I would double 1NT rather than make a jump shift of course it wouldn't be an average hand but then 1M (P) P 1NT; 3m is kind of nuts with a minimal opener. I suspect this is not what you were asking but you need to give a sample auction to get sensible answers.

As noted, it depends on the meaning of "average" but no reasonable interpretation of the word would justify any of these actions. The third auction is, I think for most people, invitational but even there I would not say that it shows an average hand.
Presumably no one bids

on a four card suit so it seems to me that all interpretations of the question and all reasonable interpretations of "average" lead to the same unequivocal answer of no.
