do people think an average 5431 hand
with 5 hearts and a 4 card minor is worth
rebiding 3 of the minor over 1nt

Edit - I assume you mean over a 1NT response to your 1M. In which case a jump to 3m would be a game force based on a very strong hand (19+ HCP?)

No I would double 1NT rather than make a jump shift of course it wouldn't be an average hand but then 1M (P) P 1NT; 3m is kind of nuts with a minimal opener. I suspect this is not what you were asking but you need to give a sample auction to get sensible answers.

I'm glad I'm not the only one who doesn't have a clue what OP is asking.

No kidding and noting the English isn't everyones' first language here at this superb forum, it makes even more sense for the OP to post an example hand.

Then even if we aren't 100% sure what his question means, we can likely figure it out.

True enough, but my guess is that the answer is no, whatever the question is:

1H-pass-1NT-pass
3m?
Not on an average hand, no.

1H-pass-pass-1NT
3m?
Not on an average hand, no.

1m- pass-1H-pass
1NT-pass-3m?
Not on an average hand, no.

As noted, it depends on the meaning of "average" but no reasonable interpretation of the word would justify any of these actions. The third auction is, I think for most people, invitational but even there I would not say that it shows an average hand.

Presumably no one bids
1m- pass-1H-pass
1NT-pass-3om? (om being the other minor)
on a four card suit so it seems to me that all interpretations of the question and all reasonable interpretations of "average" lead to the same unequivocal answer of no.

Yes, that's a fair analysis. "No" seems to be the correct answer, assuming average means what we expect it to mean.

It is pretty obvious that the OP is asking if a sequence such as
1NT 2D
2H 3C/D

is worth bidding on an average hand, ie no interest in slam.

Obvious? That possibility hadn't even occured to me.

Come to think of it, doesn't the thread title mean you are wrong for sure? That auction is not a jump.

Don't think so Josh. He did say "rebidding" 3m, not jumping to 3m.

whatever he meant has to be both a rebid and a jump to 3m after partner bids 1NT because of the title.

The title says jump (over 1NT), and the post says rebid, therefore it must be a jump rebid. I vote for 1m-1H; 1N-? At least in that case the average hand is pretty close to being worth a jump to 3m...

gonna take a wild guess that it involves someone who doesn't use NMF after a NT rebid.

but the speculation is fun, since the OP won't come back.
