1NT should cover this strength and I do have a spade stopper and a small doubleton in an unbid suit.
Oops I recognize the hand, it should be

then I pass

If it's 1♠ P P, double could work but 1NT is what I have so I bid it.
If it's 1♦ 1♠ P P, very easy pass.

assuming the auction is fixed to (1♠) P (P) then I would use 1NT as showing a balanced hand 13-15
EDIT: If as others suggest the auction was 1♦ (1♠) P (P) then I protect and get ready to pass 2♣

The title of the string used the word "reopen", not "balance". It is hard to reopen unless one has opened. So, we could pretty much guess that the auction was 1D (1S) P (P) --back to you.

If pard is the sort of person who bids on any excuse, you have to pass. Otherwise I guess you could try 1NT, if you're sure pard would take it as 13-14 (if not sure, just pass).
