AI or UI for not enough cards acbl if it matters

The auction starts with South dealing and bidding P and then 1 by West. At this point South says, wait a minute, I only have 12 cards. Everyone counts their cards again and there are only 51 cards in the hands, South is short. The director fixes the board giving South the card they were missing. Is the fact that South passed with the 12 cards they originally had, but might have opened with their actual 13 cards AI or UI for the other players? I.e., can North (or E/W for that matter) legally realize later in the bidding that South might have to "catch up" if the missing card was an Ace and South actually had 14 or 15 points?

So, it's UI to partner, AI to opponents.
