Failure to count cards

NS play 3NT after the auction 2NT (club pre-empt) 3NT.

This is 6 off by the end of trick 12 and NS are booked for a complete zero, until West realises he has no 13th card (North has 2)

Average minus to both sides? EW feel hard done by and NS feel very lucky.

Both sides are at fault since both didn't count their cards (correctly anyway).

I really don't care how they feel. Any negative EW feelings should be directed at the EW player who didn't count his cards before the hand.

It seems strange that NS are allowed to profit from the infraction, by having their bottom bumped up to A-.

Too bad you can't give each side the lesser of their table result or A-. EW would have their top turned into A-, but NS would still get a bottom. Neither side profits.

Yes, but you should not worry too much. True, N/S were getting a bottom, but on a different hand from the one played at other tables, so it is not comparable. They have not gained anything really.
