Carding High Enc

When some partner wants u 2 play "High Enc" 7+ does this mean generally all on leads or just leads from your partner? Also does it apply 2 discards?

I have not been playing long.

It only applies to partner's leads and with agreement first discard.

Having a rule such as 7+ is a little stupid, as long as you play as high as you can, it will often be fairly obvious you're trying to encourage. Even a 3 can look encouraging playing high enc.
