Playing 2/1 in a teams of 4 match against reasonable opps, you have the following (uncontested) auction:

1 - 1
4* - ?
*splinter agreeing hearts

Partner's other bids that would have agreed hearts were 2NT=near GF raise or better asking responder for hand type, splinters in the other suits and 4 itself.

Are people bidding 4 (agreed as last train), signing off or something else altogether?

I think 4 is preety clear, a last train is needed on these cards.
Good trump quality is always usefull!

A hand like this one happened to me and my partner playing the last South American trials, when he hold:
AKXX
Qx
XXXX
XXX
and after i opened a and splintered to . he bid 4, reaching 6 and gaining 11 imps.

Obviously, there are hands like AQxx AJxx AKJx x where slam is good but even the absence of J would reduce this to ~50% slam

We need to pull 3 suits without a loser and I suspect this is against odds.

Isn't this the whole point of 4 being last train? So we put a bit of pressure off partner and if partner has a minimum ish for his splinter then he can sign off.

You know partner has a club void sometimes right? You know partner has 5+ diamonds sometimes right? You know partner has up to 21 HCP right? The hand you gave him is not remotely close to a maximum splinter, and is much closer to a minimum.

Change the spade king into the queen and it would be very close, I would sign off then. Now it is not so close imo.
and the result can be plotted on a graph.

Yes definitely 4. But you have to watch out if your partner is, I would say, less than advanced. There are players who will not only splinter too light here, but then bid on over any encouragement on every hand.

I think north should sign off. He has a 16 count and his trumps aren't great. However even if he moves slam is playable, so it's close either way.
