At EBU level 4, may you play Moscito?

A few years ago, when I lived in England, I wrote to the EBU, asking to be allowed to play a Moscito 1 (Artificial, a good 14 HCP or more). No was the answer (in normal competition). I've moved to Scotland and wonder if the EBU is less restrictive, nowadays? Is Moscito permitted in other jurisdictions?

Recent changes are to change 16+ HCP for artificial 1 to "extended rule of 25" but this does not allow any 14+.

Extended rule of 25 is
16+HCP
OR Rule of 25+: HCP + length in two suits >= 2
OR opening values and 8 clear-cut tricks.

Other aspects of Moscito are now allowed, and there are a few players who play it with the strong club requirements increased to conform with regulation.

Unfortunately Moscito is not currently permitted in Scotland as 1/1 openers must be natural.

SBU restrictions seem Draconian :lol: As well as forbidding complex obscure systems like moscito, that regulation would seem to outlaw simple conventions popular in the EBU like the Stevenson Spade :)

True, but I'm guessing that is only because he has not applied for it to be licensed. :)
