Some players, and not all by a long way, play 1x 2x 3x as a shutout.
This is a totally different sequence.

Actually, players who use 1-2-3 stop consider both these sequences to apply.

1-2-3 shows a sixth M in opener's hand.
1m-1M-2M-3M shows a fifth M in responder's hand.

But OP does not use this, so we are digressing.
